FESI, together with other EU associations, calls for the future Circular Economy Act to act as a horizontal enabling framework for circularity, strengthening the Single Market through harmonised EPR, better collection and sorting systems, and competitive markets for high-quality secondary raw materials. The signatories urge the Commission to avoid new horizontal recycled or bio-based content mandates, stressing that product-specific design requirements should remain under sectoral legislation such as ESPR or PPWR, based on evidence and impact assessments.
